 Olivenhain Municipal Water District is a special district, a form of local government created by a community to meet a specific need.

OMWD is subject to reporting requirements that include:

          • Fair Political Practices Commission 
          • Publication of franchise agreements for solid waste hauling services per AB 2048
          • SB 827 Compliance Training: Essential Fiscal and Financial Oversight for Public Agency Officials. Please contact the Executive Secretary to request training records. 

OMWD publishes a summary of compensation provided to its General Manager and Board of Directors. Public employee compensation, OMWD’s Financial Transaction report, and other information is made available by California State Controller’s office.

Expenditures are established for a two-year period in a biennial budget. A summary of financial activity is made available each December in the Annual Comprehensive Financial Report. Additional financial reports can be found on the state controller’s website.
