OMWD Board President Ed Sprague Named Alternate Special District Member to San Diego LAFCO

Ed Sprague, president of Olivenhain Municipal Water District’s Board of Directors, has been announced as winner of the San Diego Local Agency Formation Commission’s (LAFCO) alternate special district commissioner seat. He will be formally installed at the regular LAFCO meeting on February 2, 2015.

Mr. Sprague was elected to the alternate commissioner post in a majority vote of San Diego County’s 61 independent special districts. He will serve alongside Jo MacKenzie of Vista Irrigation District, who was elected to the regular special district commissioner position.

“LAFCO plays a key role in how we plan the future of our region,” stated Mr. Sprague, “and, among other priorities, focuses on ways to reorganize, simplify, and streamline governmental structures. I look forward to providing critical input on how our local governments provide services and how they can operate more efficiently to better serve their constituents.”

LAFCO, which was established in 1963, oversees jurisdictional boundary changes among San Diego County municipalities. Its goals are to encourage orderly growth, promote logical and efficient public services for cities and special districts, streamline governmental structure, and discourage premature conversion of prime agricultural and open space lands to urban uses.

The commission is comprised of eight regular members: two members from the Board of Supervisors, two city representatives, one City of San Diego representative, two special district representatives, and one public member appointed by the other members of the commission. LAFCO commissioners serve four-year terms.

Mr. Sprague was nominated for election by a vote of OMWD’s Board of Directors on September 10, 2014.
