Olivenhain Municipal Water District General Manager Kimberly Thorner Joins County Water Authority Board

Olivenhain Municipal Water District General Manager Kimberly Thorner was seated this afternoon at her first board meeting as OMWD’s representative on the San Diego County Water Authority board of directors. OMWD’s board unanimously appointed Ms. Thorner to the position at its November 18, 2020 meeting and she was sworn in on January 6, 2021.

“Ms. Thorner will continue to ensure that the interests of ratepayers in OMWD’s 48-square mile service area are heard at the regional level,” said OMWD Board President Larry Watt.

Ms. Thorner will complete the term left vacant by the resignation from SDCWA’s board by OMWD Director Christy Guerin. Ms. Guerin assumed the role of OMWD’s representative on the SDCWA board in 2014 and has been serving in this capacity since that time. The term expires on August 1, 2026.

Ms. Thorner began her tenure with OMWD in October 1996 and its board unanimously selected her to become OMWD’s fourth general manager beginning January 1, 2007. She earned a bachelor’s degree in political science from the University of Colorado, Boulder and a juris doctor from Thomas Jefferson School of Law in San Diego. Recognized as a Certified Special District Manager by the Special District Leadership Foundation, she is also a licensed attorney in the State of California.

SDCWA is governed by a 36-member board of directors representing the 24 member agencies in San Diego County, one of which is OMWD.
