OMWD operations are governed by its Administrative and Ethics Code. OMWD is also subject to reporting requirements established by the Fair Political Practices Commission.

Expenditures are established each year in the Operating and Capital Budget. A summary of financial activity is made available each December in the Comprehensive Annual Financial Report.

Executive Team
Kimberly A. Thorner, General Manager
kimberly_thorner.jpgMs. Thorner began her tenure with Olivenhain Municipal Water District in October 1996 and was unanimously selected by the Board of Directors to become OMWD's fourth General Manager beginning January 1, 2007. She earned a bachelor's degree in political science from the University of Colorado (Boulder) and a juris doctor from Thomas Jefferson School of Law in San Diego. She is a licensed attorney in the State of California and is certified as a Special District Administrator by the Special District Leadership Foundation. Currently, Ms. Thorner serves as Vice Chair of the San Diego Local Agency Formation Commission's Special Districts Advisory Committee, incoming Chair of the San Diego North Economic Development Council's Board of Directors, and member of the San Diego Integrated Regional Water Management Regional Advisory Committee. Previously, Ms. Thorner has served as Project Manager for the David C. McCollom Water Treatment Plant, member of the American Membrane Technology Association's Board of Directors, four-term member of the Association of California Water Agencies Federal Affairs Committee, and as a state and federal registered lobbyist. She resides in Carlsbad with her husband and two young daughters, and serves on several local community and non-profit boards.
 
George Briest, Engineering Manager
Mr. Briest joined the management team in January 1998. He manages OMWD’s engineering services and development projects, as well as inspection. Mr. Briest is a Professional Civil Engineer with more than 20 years of water and wastewater experience. He graduated with a bachelor’s of science degree in engineering from Purdue University and a master’s of science degree in civil engineering from San Diego State University.
 
Rainy Selamat, Finance Manager
Ms. Selamat began her tenure with OMWD in March 1997. As the Finance Manager, she is responsible for the accounting, finance, customer service and meter reading functions of OMWD. Prior to joining OMWD, Ms. Selamat had more than five years of accounting experience in the private sector. She graduated with a bachelor of science in accounting from San Diego State University and successfully passed all parts of the CPA examination in 1999.
 
Tom Kennedy, Operations Manager
Mr. Kennedy became OMWD’s Operations Manager as of December 31, 2006 and is responsible for the oversight of all OMWD operating functions, including potable, recycled, and wastewater treatment and distribution. He previously worked as the Operations Manager for OMWD (1999-2005) and most recently was Vice President of Business Solutions for Nobel Systems, a water/wastewater utility GIS service provider. Mr. Kennedy has a bachelor’s degree in aerospace engineering and a master’s degree in public administration.
 
Thomas Wood, Human Resources Manager
Mr. Wood began his career with OMWD in January 2008. As Human Resources Manager, he is responsible for providing leadership in employee and labor relations, classification and compensation, recruitment and selection, employee benefit programs, safety and risk management, policy development, filing officer duties, records and contracts, and training. Mr. Wood earned a bachelor’s degree in business administration from the University of Southern California. He resides in Carlsbad with his wife and two daughters.
